The C-clasp (there's no safety rollover lock) indicates late 20s or 30s. The back has developed a nice even patina on the pin hardware. The cream plastic has yellowed naturally over time, something commonly seen with celluloid. The hand-painted details and applied roses give it a cottage or "French floral" look.
